- Carbon Border Adjustment Mechanism: extension of its scope to downstream goods and anti-circumvention measures
The Commission proposal would extend the Carbon Border Adjustment Mechanism (CBAM) from 1 January 2028 to selected steel- and aluminium-intensive downstream products, and add measures against avoidance behaviour such as enhanced reporting, traceability and stronger powers on misdeclaration. Parliament adopted its position on this law at first reading, which sets out the changes MEPs want to the proposal before it can be agreed with the Council. Parliament also calls on the Commission to refer the matter to it again if the proposal is replaced or substantially amended, and instructs its President to forward its position to the Council, the Commission and the national parliaments.

Adopted 464–50–159 · by a large majority - Establishing the Temporary Decarbonisation Fund
Parliament set out its position on a proposed regulation that would create a Temporary Decarbonisation Fund to support operators in energy-intensive sectors facing a remaining carbon leakage risk, complementing the EU Emissions Trading System and the Carbon Border Adjustment Mechanism. Parliament adopted this position at first reading, which means it can now negotiate with the Council before the law is final. Parliament also called on the Commission to refer the matter back to it if the proposal is replaced or substantially amended.

Adopted 433–97–146 · by a large majority - Market stability reserve for the EU Emissions Trading System (EU ETS): ceasing the invalidation of allowances
The proposal concerns a decision amending Decision (EU) 2015/1814 so that allowances in the Market Stability Reserve (MSR) of the EU Emissions Trading System (ETS) would no longer be invalidated. Parliament adopted its position at first reading on this law, which means MEPs have set out where they stand and will need to agree with the Council before the law is final. The committee report leaves the Commission's proposal unchanged, but its explanatory statement says this is not a substantive position and that a definitive view would be premature before the wider ETS review expected in mid-July 2026. Parliament calls on the Commission to refer the matter to it again if the proposal is replaced or substantially amended, and instructs its President to forward its position to the Council, the Commission and national parliaments.

Adopted 367–240–59 · by a clear majority - Market stability reserve for the buildings, road transport and additional sectors
Parliament adopted its first-reading position on a proposed decision that amends Decision (EU) 2015/1814 on the market stability reserve for the buildings, road transport and additional sectors. The proposal responds to concerns raised by 19 member states about price uncertainty and volatility in the ETS2, and it smoothens the reserve's trigger mechanism, extends the reserve beyond 2031 and reinforces the price control mechanism. Parliament's position includes amendments to the proposal, and the rapporteur proposes shortening the period for starting distribution of allowances from the reserve from two months to 30 days. Parliament calls on the Commission to refer the matter to it again if the Commission replaces, substantially amends or intends to substantially amend its proposal.

Objection under Rule 114(3) · delegated act
Certification methodologies for permanent carbon removals activitiesParliament rejected an objection to the Commission's delegated regulation setting certification methodologies for permanent carbon removals. The measure therefore goes ahead, meaning the Commission's methodologies will apply. The objection argued the methodologies did not cover all lifecycle emissions and lacked monitoring for biochar.

Adopted no count published - Framework for achieving climate neutrality
Parliament adopted its position on a proposed law amending the EU climate law to set a 2040 target. The proposal aims to reduce greenhouse gas emissions by at least 90% by 2040 compared to 1990 levels, as part of the path to climate neutrality by 2050. Parliament's position includes amendments to ensure the target is met domestically and to support farmers in the transition.

Adopted 413–226–12 · by a large majority - Framework for achieving climate neutrality
Parliament adopted its position on a proposed law amending the EU climate law to set a 2040 climate target and strengthen the path to climate neutrality by 2050. The adopted text sets an EU-wide domestic target of at least 90% emission reduction by 2040 relative to 1990 levels, with a limited role for permanent removals. It also calls for support for farmers and rural communities, including funding and measures to address fuel and energy costs. Parliament asks the Commission to refer the matter back if it substantially amends its proposal.

Adopted 379–248–10 · by a clear majority - Carbon Border Adjustment Mechanism: simplification and strengthening
Parliament adopted its position on a proposal to simplify and strengthen the EU's carbon border adjustment mechanism, which aims to ease obligations for small importers. The proposal introduces a de minimis exemption for imports below 50 tonnes, relieving around 90% of importers while keeping about 99% of emissions covered. Parliament asks the Commission to refer the matter back if it substantially amends its proposal, and forwards its position to the Council and national parliaments.

- Amending Regulation (EU) 2023/956 as regards simplifying and strengthening the carbon border adjustment mechanism
Parliament adopted its position on a proposal to simplify and strengthen the carbon border adjustment mechanism (CBAM), which sets a carbon price on certain imports into the EU. The proposal introduces a de minimis exemption for imports below 50 tonnes, relieving around 90% of importers from CBAM obligations while keeping about 99% of embedded emissions covered. It also streamlines the authorisation process for declarants, simplifies emission calculation procedures, and improves the management of CBAM-related financial liabilities. Parliament calls on the Commission to refer the matter back if it substantially amends its proposal, and instructs its President to forward the position to the Council, Commission, and national parliaments.
