  1. Discharge 2024: EU general budget – European Council and Council

The report concerns the 2024 EU general budget, section II, which covers the European Council and the Council, and it proposes whether to grant discharge for how that money was spent. Parliament decided not to grant discharge to the Secretary-General of the Council for the implementation of the European Council and Council budget for the 2024 financial year. Parliament states that the Council has refused to cooperate in the discharge procedure since 2009, including for 2024, and that this prevents Parliament from making an informed decision based on a thorough scrutiny of the Council's budget implementation. Parliament calls on the Council to resume negotiations with Parliament without delay with a view to drawing up binding working arrangements for the discharge procedure.

Parliament voted on a motion for a resolution on a draft Commission decision to renew the authorisation for placing on the market products containing, consisting of or produced from genetically modified soybean MON 87769.
