How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The Council takes the final decision, and the act is published in the Official Journal.

Committee draft → Tabled for plenary: The report fills in the amounts restored and increased above the draft budget and compared to the Council position for the programmes listed, covering research, infrastructure, digital, single market, space, agriculture, environment, health, social, education, culture, migration, border, security, defence, neighbourhood and humanitarian funding. It adds new budget lines for European Union Recovery Instrument liquidity management costs and for EPPO receipts, and renames the Members' pension scheme line as optional with an increase of EUR 10 028 000. It changes staff arrangements: 10 posts and ten Seconded National Experts for the EPPO, three Seconded National Experts for the European Union Agency for Asylum, 20 Seconded National Experts turned into Contract Agents at Frontex, and 4 posts for OLAF. It replaces the reserve on the Serbia line with reserves on Serbia and the Southern Neighbourhood, keeps the reduction of the Ukraine Support Loan debt service line, and adds the Ukraine Support Loan Instrument to the heading 6 title.
