Motion for a resolution

Paragraph 37 b (new)

Motion for a resolutionAmendment
37b. Recalls that the wealth of the top 0,5 % wealthiest individuals has increased by 35 % over the last 10 years; recalls that, according to the last Oxfam study, the poorest half of people in the Union (181 million adults) had the same share of Europe’s wealth as the richest 0,001% (3,600 adults); recalls that, according to the last Commission Eurobarometer, 65 % of Europeans support the introduction of a tax for the wealthiest individuals; calls, therefore, on the Commission to make a new proposal to introduce a minimum tax of 2 % on the wealth of people with more than EUR 100 million, known as the “Zucman tax”, as a Union own resource, that could raise EUR 67 billion according to the EU tax observatory;

Motion for a resolution

Paragraph 37 c (new)

Motion for a resolutionAmendment
37c. Underlines that the Commission needs to take further timely actions to increase the Union’s own resources and to fight tax avoidance; recalls that, according to the EU Tax Observatory, multinational corporations (MNEs) booked USD 1 trillion in profits in tax havens in 2022, half of which were in tax havens in the Union; calls, therefore, on the Commission and the Member States to collect the tax deficit of MNEs, namely the difference between what a corporation pays in taxes globally and what that corporation would have to pay if all its profits were subject to a minimum tax rate of 25 % in each of the countries where it operates;

Motion for a resolution

Paragraph 37 d (new)

Motion for a resolutionAmendment
37d. Recalls that, according to Oxfam, just 31 of the Union’s wealthiest individuals emit 3,469 tons of carbon each per year through the use of their superyachts and jets; recalls that this figure is 432 times more than the average European; calls on the Commission to make a new proposal to introduce a luxury carbon tax on luxury goods, including yachts, private jets and SUVs, as a new own resource; recalls that such a tax would be socially just, help mitigate climate change and could be more effective than a classic carbon tax;

Motion for a resolution

Paragraph 37 e (new)

Motion for a resolutionAmendment
37e. Recalls that the Commission needs to take further timely action to increase the Union’s own resources; underlines that, in line with the legally binding Interinstitutional Agreement of 16 December 2020, the Commission should present a genuine tax on financial transactions which could raise more than EUR 50 billion per year, based on the details of the financial transaction tax which should have been implemented under enhanced cooperation according to the 2013 agreement;

Motion for a resolution

Paragraph 37 h (new)

Motion for a resolutionAmendment
37h. Notes the Commission’s proposal for the taxation of large multinational corporations (the 'CORE tax'); regrets that this proposal is largely insufficient to ensure genuine corporate contribution to European public finances, as even the Commissioner for Budget, Anti-Fraud and Public Administration, Mr. Serafin, acknowledged that “it will only affect the very largest companies on a level comparable to a typical annual bonus of the CEO in such a company”; notes that the proposed contribution will amount to a maximum of 0,1 % of turnover and, most strikingly, will be capped at €750,000, irrespective of the size of the corporate group; observes that, for example, TotalEnergies would therefore pay a tax of €750,000, representing a mere 0,000567 % of its EU turnover, highlighting the inadequacy of the measure; deplores that certain Member States, including France, have opposed this CORE tax; calls on the Commission to substantially revise its CORE tax proposal to ensure meaningful and proportionate contributions from large corporations according to their real economic presence and profits within the Union.

38b. Recalls that the daily allowance is a flat-rate sum covering accommodation, meals and related expenses each day that a Member is present at Parliament on official business; stresses that Members must sign an attendance register in order to benefit from it; notes that there are exemptions for the President and the chairs of political groups who automatically benefit from it independently of their presence unless they explicitly request it; calls on the Parliament to put an end to the exceptions for the President and the chairs of political groups, who should sign an attendance register like all other Members to benefit from their per-diem;
