Believes that, in view of rising living costs and their substantial impact on the lives of workers and their families, rising inequality and social injustices, and the persistently high level of poverty and social exclusion, the 2027 budget needs to allocate significantly more resources to the European Social Fund Plus, so as to help Member States address these challenges;

Paragraph 13 d (new)

Motion for a resolutionAmendment
13d. Points out that, in 2025, 19,3 million children in the Union were at risk of poverty or social exclusion, representing 24,3% of children under the age of 18; believes, therefore, that the Union budget needs to step up efforts to eradicate poverty among children, including migrant children, children with disabilities, and children living in precarious family situations, strengthening the European Child Guarantee; recalls Parliament’s calls for the creation within the ESF+ of a specific budget line for the European Child Guarantee, with its own dedicated allocation;

Motion for a resolution

Paragraph 21 a (new)

Motion for a resolutionAmendment
21a. Regrets cuts to EMFAF allocations in the successive EU budgets; recalls that fisheries, aquaculture and processing sectors are fundamental pillars of the economic, social and cultural fabric of Union coastal and island communities and that the European Maritime, Fisheries and Aquaculture Fund (EMFAF) is a fundamental funding programme for fishers and for the cohesion of coastal and island communities such as for the renewal of the Union’s fleet; calls for the 2027 budget to increase the allocations in the EMFAF to EUR 1 050 000 000 to enable the fisheries sector to address, in an ambitious and practical way, the increase in production costs faced by fisheries, in particular small-scale, artisanal and coastal fisheries; considers that EMFAF should contribute for a stable income and long-term future for fishers, for the establishment of compensation and income support mechanisms for fishers in the light of the instability of the profession, and to support an integrated maritime policy, protecting the outermost regions’ role and specific characteristics, and to contribute to protect sustainable marine ecosystems; insists that special attention must be devoted to the fishing fleet in order to improve safety and security including by fighting illegal fishery actions, working conditions, energy efficiency and sustainability, as well as to modernise and/or renew the fleet without increasing fishing capacity and in line with sustainability and energy transition safeguards;
