How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Committee draft → Tabled for plenary: The report expands significantly, adding detailed recitals and operational paragraphs on rule of law, media freedom, technology, migration, gender, and anti-discrimination. It strengthens calls for EU mechanisms, enforcement of fundamental rights, and protection of civil society and journalists. It adds new sections on prisoners, social rights, and environmental impacts, and calls for new EU legislation on hate crime and abortion. The changes are substantive, with no purely formal or wording changes. see the changes →
