Recalls that discrimination based on sex and other grounds is prohibited under Article 21 of the Charter; expresses serious concern about the erosion of the meaning of fundamental rights and gender equality; calls on the Commission and the Member States to refrain from adopting the narrative of gender ideology and the LGBTIQ+ lobby, aimed at eliminating sex-based rights, language and legal categories in law and policy; warns against the risk of classifying highly controversial issues as fundamental rights, such as surrogacy or so-called gender-affirming interventions without age limits, and underlines the need to act, in this regard, in full respect of the Treaties and the principle of subsidiarity; |

Underlines that the practice of surrogacy is increasing on a global level and also within the EU, and raises serious ethical and legal concerns, as it risks reducing the child to an object of transaction and instrumentalising the body of the woman; reiterates that, in accordance with the principle of the best interests of the child, all Member States are required to ensure the full protection of the rights of children and to prevent any form of exploitation; recalls the condemnation of surrogacy expressed by the European Parliament in its resolution on the EU Gender Equality Strategy 20251a, and calls on the Commission and the Member States to counter the practice of surrogacy in all its forms; expresses concern about legislative initiatives that could contribute, even indirectly, to the normalisation or recognition of surrogacy between Member States, in particular the Commission proposal for a Council regulation on jurisdiction, applicable law, recognition of decisions and acceptance of authentic instruments in matters of parenthood and on the creation of a European Certificate of Parenthood (COM(2022)0695), and calls on the EU institutions to ensure that no EU legal act entails the recognition of situations arising from such practices, which are in violation of human dignity and the rights of the child; ____________________ 1a Texts adopted, P10_TA(2025)0278. |

Calls on the Commission and the Member States to develop a common definition to recognise and address anti-Christian hatred, including through the establishment of the term ‘Christianophobia’ in EU monitoring, reporting and policy instruments on hate crime and discrimination; strongly condemns all forms of anti-Christian hatred and discrimination across the EU and notes with deep concern that, according to data from the Organization for Security and Co-operation in Europe, thousands of anti-Christian incidents are reported annually in Europe; calls for improved data collection and the effective prosecution of such crimes; further calls on the Commission to establish a coordinator for attacks and discrimination against Christians, in particular in light of recent attacks against Christian communities, priests, cemeteries and places of worship in Europe, in order to ensure a balanced approach alongside existing coordinators addressing other forms of religious discrimination; |
