| Ga. whereas corruption, by diverting public funds from their intended purpose of benefiting the public, reduces the level and quality of essential public services, including health, education, justice and social care, hence directly undermining the fundamental rights of citizens as enshrined in the Charter, and in particular the right to health (Article 35), the right to education (Article 14), the right to an effective judicial remedy (Article 47) and the right to social protection (Article 34); whereas this direct link between corruption and the violation of fundamental rights means that the combating of corruption must be viewed not only as an instrument of good governance but also as an essential precondition for the effective respect of fundamental rights; whereas there are documented cases in several Member States in which corruption has undermined the provision of essential public services, to the detriment of the most vulnerable groups in society in particular; |

| Gb. whereas organised crime poses a serious threat to fundamental rights and the functioning of the rule of law in several Member States; whereas the experience of some Member States has shown the effectiveness of specific preventive mechanisms designed to stop organised crime infiltrating public procurement processes and the management of EU funds by requiring that anti-mafia checks be conducted prior to access being granted to public grants and concessions; whereas the introduction of such preventive mechanisms across the EU would help to protect the integrity of EU funds, uphold the fundamental rights of the communities impacted by organised crime and strengthen citizens’ trust in public institutions; |

| La. whereas in several Member States clear conflicts of interest exist between ownership of large media groups and the exercise of political governing functions, and whereas these situations undermine editorial independence, distort public debate and prejudice citizens’ right to pluralistic and unbiased information; whereas such conflicts of interest, where not properly regulated and penalised, enable those who hold political power to use their media assets to influence public opinion for their own benefit, thereby undermining the foundations of healthy democracy; whereas the European Media Freedom Act imposes transparency and incompatibility measures in this regard and these must be fully and strictly enforced; |

| M. whereas the Council of Europe’s 2025 annual assessment of press freedom in Europe shows that media capture, the lack of independence of public service media and AI-generated disinformation campaigns are growing threats across the EU, posing a direct risk to democracy; whereas preserving press freedom and ensuring the public’s access to independent, high-quality journalism is one of the key pillars of a democratic society; whereas SLAPPs remain a threat to media freedom; whereas the safeguards provided for in the Anti-SLAPP Directive should be extended to domestic and criminal cases; whereas the European Media Freedom Act entered fully into force on 8 August 2025; whereas in several Member States, journalists and media workers have been subjected to political smear campaigns, public denigration and orchestrated attempts to discredit their work, often accompanied by abusive legal actions and threats, pressure, harassment and violence, creating a climate of fear and self-censorship that undermines the public’s right to information; | M. whereas the Council of Europe’s 2025 annual assessment of press freedom in Europe shows that media capture, the lack of independence of public service media and AI-generated disinformation campaigns are growing threats across the EU, posing a direct risk to democracy; whereas preserving press freedom and ensuring the public’s access to independent, high-quality journalism is one of the key pillars of a democratic society; whereas SLAPPs remain a threat to media freedom; whereas the safeguards provided for in the Anti-SLAPP Directive should be extended to domestic and criminal cases; whereas the European Media Freedom Act entered fully into force on 8 August 2025; whereas, however, several Member States are still not ensuring its full and correct implementation, particularly as regards governance structures being independent from scrutiny by the executive power and the prohibition of political interference in the editorial decisions of public service media; whereas the failure to implement European media freedom standards is intolerable and should result in the systematic launch of infringement proceedings by the Commission; whereas in several Member States, journalists and media workers have been subjected to political smear campaigns, public denigration and orchestrated attempts to discredit their work, often accompanied by abusive legal actions and threats, pressure, harassment and violence, creating a climate of fear and self-censorship that undermines the public’s right to information; |

| O. whereas disinformation is often part of a broader range of hybrid threats aimed at undermining or harming democratically established governments, countries or alliances; whereas the spread of misinformation and disinformation, including state-sponsored and coordinated online campaigns, contributes to polarisation, erodes trust in democratic institutions, threatens the integrity of electoral processes and public debate, poses a threat to key electoral principles such as voters’ freedom to form their opinion, transparency, equality of opportunity and fairness, and is amplified by the rise of social media and digital platforms, which accelerate the dissemination of false and manipulative content; | O. whereas disinformation is often part of a broader range of hybrid threats aimed at undermining or harming democratically established governments, countries or alliances; whereas the spread of misinformation and disinformation, including state-sponsored and coordinated online campaigns, contributes to polarisation, erodes trust in democratic institutions, threatens the integrity of electoral processes and public debate, poses a threat to key electoral principles such as voters’ freedom to form their opinion, transparency, equality of opportunity and fairness, and is amplified by the rise of social media and digital platforms, which accelerate the dissemination of false and manipulative content; whereas systematic social media profiling of users and political microtargeting based on personal data, even when not part of organised disinformation campaigns, distort the public opinion-forming process and voters’ freedom to decide for themselves; whereas these practices can be used to channel differentiated political messages to specific segments of the electorate in a non-transparent manner, creating information bubbles and skewing the electoral level playing field; |

Stresses that corruption is not only a violation of the law but also a concrete violation of fundamental rights since it diverts public funding away from health, education and social services, hence exacerbating inequalities and reducing effective access for the most vulnerable segments of the population to the rights guaranteed by the Charter; calls on the Commission and the Member States therefore to adopt an integrated approach to combating corruption that explicitly includes the fundamental rights dimension, to strengthen mechanisms for the recovery of illegally acquired assets and to ensure their restoration to the community through funds dedicated to replenishing public services that have suffered losses; |
