Calls on the EU and the Member States, in particular their competent authorities, to comply with international human rights obligations and commitments in their migration policies, promote prompt investigations, closely monitor the impact of these policies on fundamental rights, both within existing legal frameworks and in the development of future legislation, and refrain from adopting migration policies that exacerbate inequality and exclusion; encourages the EU and the Member States to take into account the situation and specific needs of vulnerable groups; calls for the establishment of a mechanism to monitor compliance with these obligations; | 46. Recalls the body of documents published in connection with the convicted sex offender Jeffrey Epstein, which indicates that countless crimes have been committed and, consequently, that there is a large group of hidden perpetrators; notes that it is well documented that Epstein had a network extending deep into the corridors of power across Europe, including royalty, top diplomats and politicians; condemns the fact that it has not yet been established how many, and which, members of this network were aware of or involved in human trafficking, the sexual exploitation of children, fraud and financial crime; stresses not only that it is seriously concerning that these individuals remain at large, but also that the lack of full accountability undermines the rule of law and public trust in democratic institutions; stresses that cases involving cross-border elements within the EU should be addressed at EU level; questions the EU’s ability to investigate, prevent and combat complex cross-border crime committed by society’s elites; urges the Commission to promptly task the EU’s expert centre for crime prevention (Europol), together with the European Anti-Fraud Office and national authorities, to investigate and analyse the nature of this criminal activity, as well as to identify those who can be held accountable; |

Is concerned by counter-terrorism policies that have led to discrimination and hostility against certain groups, including communities of colour, Muslim communities, and anti-racism movements, activists and organisations; denounces the fact that the effect of such policies includes the delegitimisation and, in some instances, criminalisation, or attempted criminalisation, of political, religious and other discourses, discriminatory legal and law enforcement practices, including racial and religious profiling, shrinking civil society space, self-censorship of civil society’s political views and a suppression of open and free political debate; calls on the Member States to refrain from such practices or from adopting policies and legislation that could lead to such consequences for these communities; |

Strongly condemns the fact that in many Member States, authorities have enforced disproportionate measures, such as pre-emptive banning of public gatherings in solidarity with Palestine, based on risk to ‘public order’ and ‘security’; condemns, furthermore, the use of excessive force and violence by authorities, the detention of protesters and the conflation of criticism of Israeli authorities with antisemitism, leading to a chilling effect and an atmosphere of repression; stresses that, in several cases, the bans have been appealed against, and courts have intervened against banning protests in solidarity with Palestine; condemns, at the highest political level, unlawful restrictions on the right to freedom of peaceful assembly and expression; |
