Parliament approved the budget decision, so the budget position is adopted. 2. Discharge 2024: EU general budget – European Council and Council

The report concerns the 2024 EU general budget, section II, which covers the European Council and the Council, and it proposes whether to grant discharge for how that money was spent. Parliament decided not to grant discharge to the Secretary-General of the Council for the implementation of the European Council and Council budget for the 2024 financial year. Parliament states that the Council has refused to cooperate in the discharge procedure since 2009, including for 2024, and that this prevents Parliament from making an informed decision based on a thorough scrutiny of the Council's budget implementation. Parliament calls on the Council to resume negotiations with Parliament without delay with a view to drawing up binding working arrangements for the discharge procedure.

Parliament voted on a motion for a resolution on a draft Commission decision to renew the authorisation for placing on the market products containing, consisting of or produced from genetically modified soybean MON 87769. 1. Objection under Rule 114(3) · delegated act

Certification methodologies for carbon farming activities

The text concerns a Commission delegated regulation that sets out certification methodologies for carbon farming activities under Regulation (EU) 2024/3012, the Union certification framework for permanent carbon removals, carbon farming and carbon storage in products. Parliament rejected the text, so the delegated regulation does not receive Parliament's approval. The motion argues that the proposed methodologies exclude direct and indirect greenhouse gas emissions over the lifecycle of certified activities, such as indirect land-use change and livestock emissions, and conflict with the mandate in Article 4(2), point (a)(iii), of Regulation (EU) 2024/3012.

Parliament rejected the text, so it did not oppose adoption of the draft regulation. Parliament considers the draft regulation exceeds the Commission's implementing powers and calls on the Commission to withdraw it or defer adoption until the Court of Justice rules on the pending appeals. Parliament objected to a Commission decision that would renew the authorisation of genetically modified maize T25, which is tolerant to the herbicide glufosinate, for use in food, feed, and other products, excluding cultivation. The objection was adopted, so the Commission measure is blocked and the renewal cannot go ahead. Parliament also called on the Commission to withdraw its draft decision and to propose a reform of the decision-making procedure for genetically modified organisms.
