1. Establishing the Single Market and Customs Programme for the period 2028-2034

   The Commission proposed a regulation establishing the Single Market and Customs Programme for the period 2028-2034, which would bring together four existing programmes under one consolidated framework supporting the Single Market, the Customs Union, tax cooperation and the fight against fraud. Parliament adopted its position at first reading on this proposal, setting out its amendments to the text. Parliament called on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal, and instructed its President to forward its position to the Council, the Commission and the national parliaments.

2. Establishing the Union Customs Code and the European Union Customs Authority

   The draft law would set up a Union Customs Code and a European Union Customs Authority, and would repeal an earlier regulation on the same subject. Parliament approved the Council's position at first reading, which means the act is adopted in line with that position. The Council position reflects the agreement reached between Parliament and the Council in negotiations at early second reading stage. Parliament's President is to sign the act with the President of the Council, and it is to be published in the Official Journal.

3. Adjustment of customs duties and opening of tariff quotas for the import of certain goods originating in the United States of America

   Parliament adopted its position on a proposed regulation adjusting customs duties and opening tariff quotas for certain goods imported from the United States. The regulation implements commitments from a Joint Statement on a US-EU trade framework, applying a 0% duty on certain US goods and allowing suspension of concessions if the US fails to comply. 5. Negative trade-related effects of global overcapacity on the Union steel market

6. Generalised scheme of tariff preferences

   Parliament adopted its position on a proposed EU regulation that would renew the Generalised Scheme of Preferences (GSP) for developing countries from 2024 to 2033. The scheme grants reduced or zero customs duties on imports from low and lower-middle income countries, with special arrangements for vulnerable countries and least developed countries. Parliament's position includes amendments to strengthen monitoring of compliance with international conventions and to enhance the role of civil society. 9. EU-China Agreement: modification of concessions on all the tariff rate quotas included in the EU Schedule CLXXV

   This agreement adjusts EU import quotas for farm, fish and industrial goods after the UK left the EU, splitting the volumes between the EU and the UK. Parliament gave its consent, allowing the Council to adopt the decision and the agreement to enter into force. The deal with China covers 32 quotas with negotiating rights and 11 with consultation rights, with changes agreed for garlic and processed poultry meat.

10. Exceptional trade measures for countries and territories participating in or linked to the Stabilisation and Association Process

    The EU is updating its exceptional trade measures for countries linked to the Stabilisation and Association Process, which cover duty suspensions for certain fruits and vegetables and tariff quotas for wine. Parliament adopted its position on the law, endorsing the Commission's proposal to extend these measures until 2030 and to remove an obsolete reference to fisheries. The measures have supported EU-Western Balkans trade, which exceeded EUR 83 billion in 2024, and the extension maintains conditionality on democratic principles and human rights. 11. Modification of customs duties applicable to imports of certain goods originating in or exported from the Russian Federation and the Republic of Belarus

13. EU-Norway Agreement: modification of concessions on all the tariff-rate quotas included in EU Schedule CLXXV as a consequence of the United Kingdom's withdrawal from the European Union

    The agreement adjusts EU tariff-rate quotas with Norway after the UK's withdrawal from the EU, following WTO rules. Parliament gave its consent, allowing the Council to adopt the decision and the agreement to enter into force.
