InvestEU Fund strategic investments in the field of defence

The Commission delegated regulation of 28 August 2025 broadens the definition of eligible strategic investments under the InvestEU Fund to include more defence technologies and products for military use, and extends eligibility to entities in associated countries or controlled by non-associated countries under certain conditions. Parliament rejected the objection, so the Commission measure goes ahead and the expanded defence investment rules will apply. Parliament had asked the Commission to refrain from using delegated acts to change InvestEU's scope and to submit any further changes as a legislative proposal under the ordinary legislative procedure.

Discharge 2023: EU general budget – European Council and Council

Parliament refused to grant discharge to the Secretary-General of the Council for the implementation of the 2023 budget of the European Council and the Council. The spending was approved, meaning the discharge was granted. Parliament set out its observations in a resolution and instructed its President to forward the decision to the European Council, the Council, the Commission and the Court of Auditors.
