How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Latest Tabled for plenary → Adopted by Parliament: Updates figures on arrested mayors and trustees, reflecting new numbers and dates. Adds new events: CHP leadership removal, police storming, and Bilgi University closure. Strengthens language on media freedom, academic freedom, and foreign interference. Adds details on Greek maritime rights and Cyprus meetings. Other changes are formal or wording: renumbering, punctuation, decimal separators, and typo fixes. see the changes →
Committee draft → Tabled for plenary: The report adds extensive new recitals and paragraphs detailing human rights abuses, judicial independence issues, and democratic backsliding in Türkiye. It expands sections on economic, migration, and foreign policy cooperation, including Cyprus, Russia sanctions, and regional security. It strengthens conditionality for resuming accession talks and calls for concrete measures from Turkish authorities. The only formal change updates the forwarding instructions for the resolution. see the changes →
