(Halkbank), including proceedings related to sanctions' evasion and money laundering schemes; recalls that Turkey was placed on the Financial Action Task Force (FATF) grey list in 2021 due to serious strategic deficiencies in its anti-money laundering and counter-terrorist financing (AML/CFT) framework and was removed in 2024 following legislative and regulatory adjustments; underlines, however, that legislative amendments alone do not constitute sufficient proof of sustainable progress where concerns persist regarding the effective, independent and impartial enforcement of financial supervision, prosecutorial action and judicial oversight; expresses concern about credible reports pointing to structural weaknesses, political interference and corruption risks within state-linked financial institutions and supervisory authorities; calls on the Commission to conduct a thorough assessment of the extent that corruption, lack of institutional independence or selective enforcement practices may undermine effective scrutiny of politically exposed persons and state-affiliated entities, thereby hindering compliance with international financial transparency standards; stresses that demonstrable, consistent and independently verifiable enforcement, including effective investigations, prosecutions and sanctions, must be a prerequisite for any discussion concerning EU–Turkey financial and trade relations.

Calls on Türkiye to make significant steps in aligning with the EU’s CFSP, including on sanctions and against their circumvention; underscores that circumvention of EU sanctions undermines its collective efforts; remains duly concerned that Türkiye continues to exclude a Member State from cooperation with NATO, posing a continued obstacle to the enhancement of a genuine relationship between the EU and NATO.
