1. Reaffirms its appreciation for the long-standing aspirations of the majority of the Turkish people regarding accession to the EU and maintaining Türkiye’s candidate status, despite the persistent lack of progress and political will; acknowledges the fatigue that, as a consequence, continues to grow among stakeholders on both sides of the process; underscores, however, that any development in the accession process requires tangible progress in upholding the rule of law and democratic processes and believes that, in the absence of such progress, Türkiye’s EU accession process cannot be resumed;
1. Notes that accession negotiations have remained at a standstill since 2018 and that no meaningful progress has been achieved in fulfilling the Copenhagen criteria; considers therefore that, given these circumstances, the accession process cannot be revived and calls on the Commission and the Council to ensure that any future strategic partnership with Türkiye can only be pursued upon full compliance with its obligations towards all EU Member States as a realistic alternative to accession;

Stresses that, given that Türkiye’s accession negotiations have remained at a standstill, Türkiye should no longer receive financial assistance under the Instrument for Pre-Accession Assistance (IPA III); insists that any remaining EU funding to Türkiye must remain fully transparent, strictly conditional and subject to rigorous parliamentary scrutiny;

Acknowledges that Türkiye continues to host a large migrant and refugee population; emphasises that refugee protection and reception in the region should remain the primary response to migratory pressures; insists, however, that this responsibility must not be used by the Turkish Government to weaponise migration or to extract financial concessions from the EU; stresses that cooperation on migration must be based on the prevention of irregular migration towards the EU;
