How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Latest Tabled for plenary → Adopted by Parliament: Adds strong criticism of US policy under Trump, including on Greenland, Venezuela, and the National Security Strategy, and calls for European strategic autonomy. Updates positions on Ukraine, adding welcomes for EU financial aid, asset immobilisation, and the reassurance force, and regrets on energy imports and Nord Stream. Revises Middle East and neighbourhood sections, adding details on Gaza ceasefire, Lebanon, and Southern Mediterranean cooperation, and removes old paragraphs. Adds new paragraphs on Finland, China's Taiwan exercise, and Greenland satellite coverage, and updates China and Russia-China cooperation paragraphs. Other changes are formal or wording: renumbering, decimal separators, and a typo fix. see the changes →
Committee draft → Tabled for plenary: The report significantly expands, adding detailed threat assessments and calls for countering hybrid warfare, especially from Russia. It strengthens support for Ukraine, including security guarantees, military aid, and condemnation of Hungarian obstruction. It addresses capability gaps, defence spending, and financing, calling for a genuine single market and European Defence Union. It updates regional sections on the Middle East, Africa, Indo-Pacific, and partnerships, with new paragraphs on space and intelligence. The other changes are formal: updated recipients list. see the changes →
