Measures necessary for the implementation of the Protocol, annexed to the TEU and to the TFEU, on the financial consequences of the expiry of the ECSC Treaty and on the Research Fund for Coal and Steel

The Council asked Parliament to consent to a decision on measures for implementing Protocol No 37 on the financial consequences of the ECSC Treaty's expiry and the Research Fund for Coal and Steel. Parliament gave its consent, meaning the Council can adopt the decision. Parliament instructed its President to forward its position to the Council, the Commission, and national parliaments.

Amendment of the European Electoral Act allowing Members to vote in plenary by proxy voting during pregnancy and after giving birth

The draft Council decision amends the European Electoral Act to let MEPs who are pregnant or have recently given birth vote by proxy in plenary for up to three months before the expected birth and six months after. Parliament gave its consent to the Council's position, which also says the MEP statute and Parliament's rules should set out the general and detailed conditions for such delegation. The reform will enter into force after member states approve it according to their constitutional requirements.

Interim report on the proposal for the multiannual financial framework for 2028-2034

Union framework for the national calculation of life-cycle global warming potential

The European Parliament voted to reject an objection to a Commission delegated regulation that sets a Union-wide method for calculating the life-cycle global warming potential of buildings. The objection failed, so the Commission measure goes ahead as planned. The Parliament calls on the Commission to submit a new, more limited delegated regulation by the third quarter of 2026.

InvestEU Fund strategic investments in the field of defence

The Commission delegated regulation of 28 August 2025 broadens the definition of eligible strategic investments under the InvestEU Fund to include more defence technologies and products for military use, and extends eligibility to entities in associated countries or controlled by non-associated countries under certain conditions. Parliament rejected the objection, so the Commission measure goes ahead and the expanded defence investment rules will apply. Parliament had asked the Commission to refrain from using delegated acts to change InvestEU's scope and to submit any further changes as a legislative proposal under the ordinary legislative procedure.
