A revamped long-term budget for the Union in a changing world

Parliament sets out its own position on a topic. The resolution is not binding but signals what Parliament wants.

Where it stands: Parliament adopted the text on 7 May 2025. This is its final position on the matter.

  1. ✓ Referred to committee 10 October 2024
  2. ✓ Committee work Report adopted 23 April 2025
  3. ✓ Tabled for plenary 25 April 2025
  4. ✓ Plenary vote Adopted 7 May 2025

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Strengthens the call for CAP funding, demanding an increased dedicated budget and opposing integration into a single fund. Adds support for outermost regions, including a reinforced POSEI programme. The other changes are formal: decimal separators are standardized to commas. see the changes →

Committee draft → Tabled for plenary: The report significantly expands the scope of the next MFF, calling for increased resources, new own resources, and joint borrowing to address crises and defence needs. It adds detailed positions on shared management, rejecting the one national plan approach and insisting on full parliamentary involvement and regional partnership. It strengthens requirements for rule of law conditionality, anti-fraud measures, and transparency, including budgetisation of off-budget instruments. It introduces new priorities such as space sector investment, tourism funding, and enhanced support for housing and child poverty, while updating defence and security language. The other changes are formal or wording updates, including renumbering and minor rephrasing. see the changes →
