- Carbon Border Adjustment Mechanism: extension of its scope to downstream goods and anti-circumvention measures
The Commission proposal would extend the Carbon Border Adjustment Mechanism (CBAM) from 1 January 2028 to selected steel- and aluminium-intensive downstream products, and add measures against avoidance behaviour such as enhanced reporting, traceability and stronger powers on misdeclaration. Parliament adopted its position on this law at first reading, which sets out the changes MEPs want to the proposal before it can be agreed with the Council. Parliament also calls on the Commission to refer the matter to it again if the proposal is replaced or substantially amended, and instructs its President to forward its position to the Council, the Commission and the national parliaments.

Parliament adopted its position on a proposal to simplify and strengthen the carbon border adjustment mechanism (CBAM), which sets a carbon price on certain imports into the EU. The proposal introduces a de minimis exemption for imports below 50 tonnes, relieving around 90% of importers from CBAM obligations while keeping about 99% of embedded emissions covered. It also streamlines the authorisation process for declarants, simplifies emission calculation procedures, and improves the management of CBAM-related financial liabilities. Parliament calls on the Commission to refer the matter back if it substantially amends its proposal, and instructs its President to forward the position to the Council, Commission, and national parliaments.
