  1. Objection under Rule 115(2), (3) and (4)(c) · implementing measure

Certain botanical species containing hydroxyanthracene derivatives

The draft Commission regulation would prohibit foods containing preparations from certain Rheum, Cassia senna and Rhamnus species where those preparations contain hydroxyanthracene derivatives, moving them from Part C to Part A of Annex III to Regulation (EC) No 1925/2006. Parliament rejected the text, so it did not oppose adoption of the draft regulation. Parliament considers the draft regulation exceeds the Commission's implementing powers and calls on the Commission to withdraw it or defer adoption until the Court of Justice rules on the pending appeals. It also calls on the Commission to obtain a complete and up-to-date scientific assessment and to explain whether Article 30 of Regulation (EC) No 178/2002 applies.

Catches of porpoise in the Baltic Sea

The Commission proposed a delegated regulation adding monitoring and reporting duties for small fishing vessels to cut accidental catches of Baltic Proper harbour porpoises. Parliament rejected the objection, so the Commission measure goes ahead unchanged. Parliament had asked the Commission to submit a new act respecting transitional rules and assessing impacts, but this did not happen.

  1. Motion of censure on the Commission

The motion sought to censure the Commission over its handling of the EU-Mercosur trade agreement and agricultural policy. Parliament rejected the motion, meaning the Commission keeps its position and no further action follows from this text. The motion's supporters argued the Commission bypassed parliaments and harmed European farmers.
