MEPs argued the draft decision exceeds the Commission's implementing powers and is inconsistent with EU law. They also said the plan fails to address Parliament's earlier concerns about human rights and accountability in Tanzania. Parliament called on the Commission to withdraw the draft and submit a new one that protects basic services, human rights, democracy and civil society.
