  1. Objection under Rule 115(2), (3) and (4)(c) · implementing measure

    Monacolins from red yeast rice

The draft Commission regulation would move monacolins from red yeast rice from Part B to Part A of Annex III to Regulation (EC) No 1925/2006, prohibiting their use in foods, including food supplements. Parliament rejected the text, so it did not oppose adoption of the draft Commission regulation. Parliament had considered that the draft regulation exceeds the implementing powers under Article 8 of that Regulation and fails to respect the principle of proportionality.

  1. Objection under Rule 115(2) and (3) · implementing measure

    Genetically modified maize DP202216 x NK603 x DAS-40278-9 and its sub-combinations DP 202216 x NK603, DP202216 x DAS-40278-9

Parliament objected to a Commission decision that would have authorised selling food and feed made from genetically modified maize DP202216 x NK603 x DAS-40278-9 and its sub-combinations. The objection passed, so the Commission measure is blocked and the maize cannot be placed on the market in the EU. Parliament cited concerns about herbicide tolerance, safety uncertainties, and missing long-term studies.

  1. Amendment of the European Electoral Act allowing Members to vote in plenary by proxy voting during pregnancy and after giving birth

The draft Council decision amends the European Electoral Act to let MEPs who are pregnant or have recently given birth vote by proxy in plenary for up to three months before the expected birth and six months after. Parliament gave its consent to the Council's position, which also says the MEP statute and Parliament's rules should set out the general and detailed conditions for such delegation. The reform will enter into force after member states approve it according to their constitutional requirements.
