financing of the annual action plan in favour of the United Republic of Tanzania for 2026

Parliament objected to the Commission's plan to finance the 2026 annual action plan for Tanzania, blocking the measure. MEPs argued the draft decision exceeds the Commission's implementing powers and is inconsistent with EU law. They also said the plan fails to address Parliament's earlier concerns about human rights and accountability in Tanzania. Parliament called on the Commission to withdraw the draft and submit a new one that protects basic services, human rights, democracy and civil society.

Measures necessary for the implementation of the Protocol, annexed to the TEU and to the TFEU, on the financial consequences of the expiry of the ECSC Treaty and on the Research Fund for Coal and Steel

The Council asked Parliament to consent to a decision on measures for implementing Protocol No 37 on the financial consequences of the ECSC Treaty's expiry and the Research Fund for Coal and Steel. Parliament gave its consent, meaning the Council can adopt the decision. Parliament instructed its President to forward its position to the Council, the Commission, and national parliaments.

Interim report on the proposal for the multiannual financial framework for 2028-2034

Parliament gave its consent to the Council regulation laying down the EU's multiannual financial framework for 2028-2034. The framework sets the EU's long-term budget priorities and spending limits for that period. Parliament's consent is required under the Treaty before the Council can adopt the regulation.

InvestEU Fund strategic investments in the field of defence

The Commission delegated regulation of 28 August 2025 broadens the definition of eligible strategic investments under the InvestEU Fund to include more defence technologies and products for military use, and extends eligibility to entities in associated countries or controlled by non-associated countries under certain conditions. Parliament rejected the objection, so the Commission measure goes ahead and the expanded defence investment rules will apply. Parliament had asked the Commission to refrain from using delegated acts to change InvestEU's scope and to submit any further changes as a legislative proposal under the ordinary legislative procedure.
