Amendment of the European Electoral Act allowing Members to vote in plenary by proxy voting during pregnancy and after giving birth

The draft Council decision amends the European Electoral Act to let MEPs who are pregnant or have recently given birth vote by proxy in plenary for up to three months before the expected birth and six months after. Parliament gave its consent to the Council's position, which also says the MEP statute and Parliament's rules should set out the general and detailed conditions for such delegation. The reform will enter into force after member states approve it according to their constitutional requirements.

EU-Bosnia and Herzegovina Agreement on operational activities carried out by the European Border and Coast Guard Agency in Bosnia and Herzegovina

The agreement allows the European Border and Coast Guard Agency to carry out operational activities in Bosnia and Herzegovina, including deploying border management teams with executive powers. Parliament gave its consent to the conclusion of the agreement, meaning the EU can now finalize it. Parliament asks the Agency to promptly inform it of activities under the agreement and to include assessments of third-country cooperation in its annual reports.

Amendments to the International Health Regulations contained in the Annex to Resolution WHA77.17 and adopted on 1 June 2024

Parliament gave its consent to the Council decision inviting member states to accept, in the interest of the European Union, amendments to the International Health Regulations (2005). The amendments, adopted on 1 June 2024, introduce a "pandemic emergency" as the highest global alert level and issue non-binding Temporary Recommendations to guide countries. They also strengthen cooperation and set up a coordinating financial mechanism for building core capacities. The decision does not create additional financial obligations for member states, who remain responsible for their health policy.

EU/Republic of Serbia agreement on operational activities carried out by the European Border and Coast Guard Agency in the Republic of Serbia
