Request for opinion from the Court of Justice on the compatibility with the Treaties of the proposed EU-Mercosur Partnership Agreement (EMPA) and Interim Trade Agreement (ITA)
Motion for a resolution · voted 12:48–12:49
Non-binding texts in which Parliament states its position on a topic. They carry political weight but do not create law.
Parliament adopted a resolution asking the Court of Justice of the European Union for an opinion on whether the proposed EU-Mercosur Partnership Agreement and Interim Trade Agreement are compatible with the Treaties. The Partnership Agreement is a mixed agreement needing unanimous Council approval, Parliament's consent and ratification by all member states, while the Interim Trade Agreement covers only areas of exclusive EU competence and needs a qualified majority in the Council and Parliament's consent. By adopting this text, Parliament makes it its official position to seek the Court's assessment of these agreements.

One day of voting in plenary. Each subject is a report, resolution, agreement or objection; they are grouped by kind of decision, and each group says what “adopted” means there.
The ballots
Members vote on amendments and on parts of the text first, then on the text as a whole. That final, decisive vote is the result shown at the top of each subject.
Who voted how
Only roll-call votes record each Member’s vote — open one for every name and the breakdown by group. A show of hands records the outcome only.
Document & procedure
Each subject rests on a document (a committee report, a motion, a Council or Commission text) and belongs to a procedure, the whole file that can span years.
