‘is convinced that any Member State that opposes recourse to the European Peace Facility in such cases contravenes its duty of loyalty and solidarity under Article 24(3) TEU and its obligation of mutual aid and assistance enshrined in Article 42(7) TEU; considers, therefore, that an opposing vote may not be considered in the Council; recalls that constructive abstention should be possible for those Member States whose constitutional prerogatives require it;’
