How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Updates the description of the Commission's cloud services investigations, specifying the publication date of its preliminary position and noting an ongoing investigation. The other changes are formal: footnote markers are removed from references to various acts and regulations. see the changes →

Committee draft → Tabled for plenary: The report adds extensive new content on SMEs, energy, AI, and defence, and removes calls for an independent competition authority and specific DMA enforcement actions. It introduces calls for a new competition tool, binding time limits, and studies on fines and oligopolies, while expanding merger and State aid sections. It strengthens Parliament's oversight role and adds calls for an interinstitutional agreement and international cooperation. The explanatory statement is updated to reflect these changes, including on DMA financing and merger control. The other changes are formal: renumbering and updated references. see the changes →
