How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. For a law, Parliament’s adopted text is its first-reading position; Parliament and the Council then negotiate a common text (trilogues) which both must approve before it is published as law.

Latest Tabled for plenary → Adopted by Parliament: The new version adds a suspension of Article 17(2) of Directive 2012/19/EU for producers qualifying as microenterprises or small enterprises, running until 1 January 2035 or the application of a Union legal act establishing a horizontal framework for extended producer responsibility, whichever is earlier. see the changes →
Committee draft → Tabled for plenary: The suspension is now limited to producers established in the Union qualifying as microenterprises or small enterprises, and it covers Article 22a(3) of Directive 2008/98/EC, Article 17(2) of Directive 2012/19/EU and Article 8(7) of Directive (EU) 2019/904. It lasts until 1 January 2035 or the date of application of a Union legal act establishing a horizontal framework for extended producer responsibility, whichever is earlier. New safeguards state that other producer obligations remain and that the suspension does not apply to producers that split or restructure activities to benefit from it. New recitals describe the Commission's forthcoming reform, information exchange and interoperable digital systems, and the elements that reform should establish. The other changes are wording: one recital is rephrased. see the changes →
