How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Latest Tabled for plenary → Adopted by Parliament: The adopted text removes several substantive provisions: references to labour market segregation, targets for EU-wide employment monitoring, calls for structural reforms, and paragraphs on gender mainstreaming and budgeting. It also drops provisions on political participation quotas, feminist foreign policy, SRHR in external action, and trans inclusion, replacing them with new text on foreign policy and security. Changes to care and care deal paragraphs shift focus from quantitative targets to implementation of existing directives. Other substantive edits remove mentions of migration status, free menstrual products, and specific ODA percentages. The remaining changes are formal: renumbering, footnote removal, decimal comma corrections, and directive reference updates. see the changes →
