How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Adds a call for the Commission to act on Parliament's right of inquiry under Article 226 TFEU. The other changes are formal: punctuation corrections in recitals. see the changes →

Committee draft → Tabled for plenary: The revised agreement strengthens Parliament's oversight role, adding requirements for commissioner presence at Question Time and detailed information on the College. New provisions stress compliance with the Treaties and institutional balance, and add commitments on impact assessments and monitoring of the agreement. Several changes rephrase existing commitments without altering their substance, such as on urgent requests and international agreements. One formal change corrects the addressee of the signing instruction from Council to Commission and renumbers the paragraph. see the changes →
