How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The adopted text removes explicit references to recognising the Macedonian language and identity in several places. It also updates references to foreign interference, specifying the Hungarian and Serbian Governments and the Hungarian bank Eximbank. Infrastructure references are expanded to include both Corridors VIII and X. see the changes →

Committee draft → Tabled for plenary: Adds extensive new content on foreign policy alignment, including concern over abstention on UN resolution and influence operations. Expands calls for constitutional reforms and EU integration, urging the European Council to signal next phase. Adds detailed paragraphs on media freedom, corruption, judiciary, and human rights, with new calls for action. Adds new sections on economy, social policy, environment, and energy, with many specific recommendations. The other changes are formal and wording: rephrasing and updating references. see the changes →
