Ordinary legislative procedure First reading

Amending Directive 2007/2/EC as regards simplification of certain requirements for the establishment of the Infrastructure for Spatial Information in the Union

A proposed EU law. Parliament and the Council must agree on the same text: Parliament adopts its position, then negotiates with the Council.

Where it stands: Parliament adopted its first-reading position on 6 October 2026. Next: negotiations with the Council, unless the Council accepts Parliament’s text as it stands.

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. For a law, Parliament’s adopted text is its first-reading position; Parliament and the Council then negotiate a common text (trilogues) which both must approve before it is published as law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Parliament adds a new Article 7 requiring open, documented, vendor-neutral and geospatial standards for spatial data provision. Article 11 now requires member states to make spatial data sets available and accessible under Directive (EU) 2019/1024, and deletes paragraphs 2 and 3. Article 17 now requires member states to ensure public authorities can access and exchange spatial data for public tasks that may affect the environment. The other changes are formal: a citation is updated and punctuation corrected. see the changes →

Committee draft → Tabled for plenary: The new version adds recitals on environmental data quality and administrative burden, and changes how third parties and public authorities may link spatial data sets to services. It deletes Article 3 points 5 and 8, Articles 6, 9 and 10, and replaces Article 7 with requirements for open, documented and vendor-neutral standards. It adds an exception allowing member states to limit public access for international relations, public security, national defence or public order, and narrows Article 17(1) to data necessary for public tasks that may impact the environment. The other changes are formal: a corrected directive reference and fixed numbering. see the changes →
