Amending Regulations (EU) No 1173/2011 and (EU) No 473/2013 as regards alignment with the EU economic governance framework and further simplification of that framework

A proposed EU law. Parliament and the Council must agree on the same text: Parliament adopts its position, then negotiates with the Council.

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. For a law, Parliament’s adopted text is its first-reading position; Parliament and the Council then negotiate a common text (trilogues) which both must approve before it is published as law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The new version removes the interest-bearing deposit for significant deviation and deletes Chapter III and Article 5, and it adds rules on fines not being imposed when the excessive deficit procedure is in abeyance and on fines entering the Union budget as revenue. It adds reporting requirements for Member States subject to an excessive deficit procedure, including follow-up reports on effective action every six months or quarterly, and it removes the Commission recommendation at risk of non-compliance with the correction deadline. It adds that Member States must explain in their medium-term fiscal-structural plans how reforms and investments address country-specific recommendations and common priorities, and it requires draft budgetary plans to explain compliance with the corrective net expenditure path. It sets a deadline of 31 December 2030 for the Commission to publish and transmit reports on the application of both Regulations, and it replaces the requirement for independent bodies with independent fiscal institutions. The other changes are formal: updated citations, headings and cross-references, and wording changes that rephrase provisions without altering their effect. see the changes →
