How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Adds a paragraph on bank branch closures and the importance of smaller banks, calling for proportionality in supervision. Other changes are formal: decimal separators updated and paragraphs renumbered. see the changes →

Committee draft → Tabled for plenary: The report expands significantly, adding many new paragraphs on topics like digitalisation, cyber resilience, climate risks, and gender balance. It updates positions on the Banking Union's completion, emphasising the missing European deposit insurance scheme and the need to avoid taxpayer bailouts. It revises paragraphs on Basel III implementation, non-performing loans, and resolvability, adding calls for assessments and noting national roles. The other changes are formal: a punctuation correction in a year reference. see the changes →
