European Parliament resolution on the cases of human rights and environmental defenders Andrie Yunus and Muhammad Rosidi in Indonesia

The European Parliament,

– having regard to its previous resolutions on Indonesia,

– having regard to Rule 150 of its Rules of Procedure,

whereas on 12 March 2026, Andrie Yunus, an activist with the Commission for the Disappeared and Victims of Violence (KontraS), was attacked with acid in Jakarta, suffering severe burns to his body and corneal damage to his right eye, after recording a podcast on remilitarisation and judicial review;

whereas Yunus has challenged the revised Military Law and defended protesters arrested during the August 2025 demonstrations, during which over 4 000 people were detained and over 1 000 suffered violence;

whereas in February 2026, environmental defender Muhammad Rosidi was attacked with acid on Sumatra for his campaign against illegal tin mining, with no arrests made; whereas hundreds of activists were attacked or intimidated in Indonesia in 2025;

whereas on 29 April 2026 the Jakarta Military Court indicted four soldiers of the Strategic Intelligence Agency (BAIS) for the attack on Yunus, while civil society points to at least 14 suspected perpetrators, and concerns persist about the transfer of the case from civilian to military jurisdiction;

whereas Indonesia is reported to face an erosion of democratic freedoms, with the revised Military Law extending into civilian governance, and new legislation curbing fundamental freedoms;

whereas Indonesia, a member and 2026 President of the UN Human Rights Council, must uphold the highest standards in the protection of human rights.

Expresses serious concern at the attacks on Andrie Yunus and Muhammad Rosidi, and at the wider pattern of violence against human rights and environmental defenders in Indonesia;

Calls on the Indonesian authorities to revoke the transfer of the Yunus case to military jurisdiction and ensure it is tried before a civilian court; stresses that Indonesian law provides no legal basis for moving police-led criminal investigations to military courts, and that civilian jurisdiction must apply when security forces are accused of crimes against civilians;

Calls for a thorough investigation of both attacks and an independent fact-finding team to identify all perpetrators, including senior officers allegedly linked to the attacks;

Urges Indonesia to investigate reported police violence during the August 2025 demonstrations and address wider concerns over shrinking civic space and the safety of civil society actors;

Stresses the risks faced by environmental defenders in Indonesia exposing illegal extractive activities, notably in the tin, nickel and palm oil sectors;

Urges Indonesia to allow civil society oversight of the conduct of armed forces, intelligence services and law enforcement;

Calls on the VP/HR, the Commission and the Member States to raise these issues with the Indonesian authorities and to consider targeted measures under the EU Global Human Rights Sanctions Regime against officials credibly implicated in human rights violations;

8. Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the governments and parliaments of the Member States, and the Government and Parliament of the Republic of Indonesia.
