European Parliament resolution on Indonesia: the cases of human rights and environmental defenders Andrie Yunus and Muhammad Rosidi

The European Parliament,

− having regard to Rule 150(5) of its Rules of Procedure

A. whereas in February and March 2026, environmental defender Muhammad Rosidi and human rights defender Andrie Yunus, Deputy Coordinator of KontraS, were victims of acid attacks linked to their legitimate work;

B. whereas Andrie Yunus was attacked after criticising the expansion of military powers and defending protesters subjected to arbitrary arrests and excessive use of force during the August 2025 demonstrations, during which at least 4.194 protesters were arrested and more than 1.000 reportedly suffered violence;

C. whereas four members of the Indonesian Strategic Intelligence Agency (BAIS) were indicted before a military court despite credible findings indicating the involvement of additional perpetrators and possible chains of command;

D. whereas Muhammad Rosidi was attacked after campaigning against illegal tin mining and smuggling, yet no arrests have been made;

E. whereas civic space in Indonesia is deteriorating, with increasing repression against human rights defenders, journalists, trade unionists, students and environmental activists; whereas the revised Military Law, the Military Court Law and provisions of the new Penal Code and Criminal Procedure Code expand the military’s power in civilian areas, undermine civilian oversight, restrict fundamental freedoms and enables impunity;

F. whereas Indonesia is a State Party to the ICCPR, the ICESCR and several core ILO conventions, and is therefore bound to respect, protect and fulfil fundamental freedoms, including freedom of expression, association and peaceful assembly, as well as the rights of human rights defenders;

G. whereas the EU attaches great importance to building a strong partnership with Indonesia based on mutual benefit and respect for international law and human rights;

Strongly condemns the acid attacks against Andrie Yunus and Muhammad Rosidi and expresses solidarity with all human rights and environmental defenders in Indonesia;

Calls for prompt, independent and transparent investigations into these attacks and the violent repression of the August 2025 demonstrations, ensuring that all perpetrators, organisers, superiors and other actors involved are identified and prosecuted;

Condemns the use of military courts for human rights violations and ordinary criminal offences and calls for the transfer of the Andrie Yunus case to civilian jurisdiction in order to ensure accountability and prevent impunity;

Urges the Indonesian authorities to protect human rights defenders, journalists, lawyers, trade unionists and peaceful protesters from all forms of intimidation, harassment, surveillance and criminalisation linked solely to the legitimate exercise of their fundamental freedoms;

Calls on Indonesia to repeal or substantially amend repressive legislation, including the revised Military Law, the Military Court Law and problematic provisions of the new Penal Code and Criminal Procedure Code that undermine civic freedoms and enable arbitrary detention and impunity;

Calls on the EEAS to raise these cases under the human rights dialogue in the PCA, and to support Indonesian civil society and trial-monitoring initiatives;

7. Instructs its President to forward this resolution to the Government and Parliament of Indonesia, the VP/HR, the Commission, the EEAS, the Member States, ASEAN and the UN Human Rights Council.
