European Parliament resolution on the cases of human rights and environmental defenders Andrie Yunus and Muhammad Rosidi in Indonesia

The European Parliament,

– having regard to its previous resolutions on Indonesia,

– having regard to Rule 150(5) of its Rules of Procedure,

Whereas on 12 March 2026 Andrie Yunus, deputy coordinator of the Commission for the Disappeared and Victims of Violence (KontraS), a human rights non-governmental organisation, was attacked with acid in Jakarta by two men on a motorbike, suffering severe burns; whereas four military intelligence officers were indicted;

Whereas civil society organisations have raised serious concerns regarding the military court proceedings in his case, including lack of impartiality, incomplete indictments, pressure on the victim to testify, failure to investigate senior responsibility, and the risk of impunity;

Whereas in February 2026 Muhammad Rosidi, an environmental activist from South Bangka, was also attacked with acid after campaigning against illegal tin mining and smuggling; whereas no arrests have reportedly been made;

whereas nearly 300 human rights defenders have experienced intimidation or physical violence in 2025; whereas at least 29 cases have already been recorded in 2026;

Whereas these cases indicate an alarming pattern of intimidation and violence against human rights defenders and environmental activists, excessive use of force by security forces and expansion of military powers;

Whereas military courts lack the independence and transparency required to try crimes committed against civilians, particularly where members of the armed forces are implicated;

Strongly condemns the acid attacks against Andrie Yunus and Muhammad Rosidi, and expresses its solidarity with them;

Urges the Indonesian authorities to prosecute all perpetrators, accomplices and instigators and try the case of Andrie Yunus in an independent civilian judicial process to prevent impunity;

Calls for a prompt investigation into the attack on Muhammad Rosidi, including possible links to illegal mining interests and environmental crime;

Expresses deep concern over the growing role of the military in civilian affairs and stresses that accountability for crimes against civilians must remain under civilian jurisdiction;

Is deeply concerned by government plans that risk further restricting freedom of expression, including draft laws on disinformation, broadcasting, and cybersecurity, as well as plans to screen and certify human rights defenders to determine who qualifies for legal protection;

Calls on Indonesian authorities to guarantee a safe environment for human rights defenders, environmental activists, trade unions and journalists, free from surveillance, harassment and reprisals;

Recalls that Indonesia – a UN Human Rights Council member and currently holding the Presidency of the HRC - must uphold the standard established by General Assembly Resolution 60/251, that makes clear that Council members must uphold the highest standards in the promotion and protection of human rights;

Urges the Commission, the EEAS and the Member States to raise these cases systematically with Indonesian authorities, including in the framework of the EU-Indonesia Human Rights Dialogue;

Calls on the EU to integrate human rights, labour and environmental considerations in its relations with Indonesia;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, EU Member States, and the Government and Parliament of Indonesia.
