European Parliament resolution on Indonesia: the cases of human rights and environmental defenders Andrie Yunus and Muhammad Rosidi

The European Parliament,

– having regard to its previous resolutions on Indonesia,

– having regard to Rules 150(5) of its Rules of Procedure,

whereas the human rights situation in Indonesia continues deteriorating, including persistent democratic backsliding, excessive use of force by security forces, expansion of military powers, restrictions on civil liberties under the new criminal code, discrimination against minorities, crackdowns on criticism, as well as violence in Papua and West Papua;

whereas nearly 300 human rights defenders (HRDs) have experienced intimidation or physical violence in 2025; whereas at least 29 cases have already been recorded in 2026, among them the acid attack on rights activist Andrie Yunus in March, and on environmental defender Muhammad Rosidi in February;

whereas in the case of Rosidi, a campaigner against illegal tin mining, no arrests have been made; whereas environmental defenders and local communities opposing mining projects continue to face intimidation, violence, and criminalisation, with widespread impunity for attacks against them;

whereas, in the case of Yunus, a vocal critic of the military’s growing role in government, the military took over the initial police investigation in violation of international law and limited the indictment to four military intelligence officers allegedly acting out of personal revenge, disregarding independent findings that 16 perpetrators were involved and shielding broader chains of command and other potentially implicated actors from scrutiny;

Strongly condemns the horrendous attacks against Andrie Yunus and Muhammad Rosidi, as well as all other cases of violence and intimidation against human rights and environmental defenders and calls on the Indonesian authorities to put an immediate end to all forms of harassment, surveillance, and intimidation;

Calls on the authorities to conduct a swift, thorough, transparent and independent investigation into the attacks and to try all perpetrators, including instigators, in civilian courts to end impunity;

Is deeply concerned by government plans further restricting freedom of expression, including draft laws on disinformation, broadcasting, and cybersecurity, as well as plans to screen HRDs for legal protection; calls on the government to reverse this trend and ensure a safe environment for HRDs to carry out their work free from reprisals;

Urges the EU and Member States to intensify engagement with Indonesia, including at the highest level and in international fora, to address the deteriorating human rights situation, particularly in Papua and West Papua, including through the Human Rights Dialogue; calls on the Commission to leverage the FTA ratification process to secure safeguards for human rights and the environment in the bilateral trade relations and commitments from Indonesia to protect human rights defenders;

Calls on the EU delegation to conduct regular visits and provide visible support to Indonesian HRDs and CSOs, as well as to lawyers and family of HRDs, including diplomatic trial observation;

Calls on EU companies operating in Indonesia to conduct thorough supply chain due diligence and use their leverage to promote human rights and environmental standards.

7. Instructs its President to forward this resolution to all relevant parties;
