A a. whereas financial transnational repression refers to the manipulation and advantegous misuse by foreign governments or aligned non-state actors of lawful international financial regulatory frameworks — including Financial Action Task Force (FATF) recommendations, national anti-money laundering and counter-terrorist financing legislation (AML/CFT), as well as cybersecurity rules, mutual legal assistance treaties and related data-sharing mechanisms — to silence, intimidate, surveil and generally repress individuals and entities beyond their territorial jurisdiction, including in EU territory; whereas financial transnational repression implies therefore asset freezing, de-risking and denial of banking access, exploitation of financial intelligence and personal behavioural data, targeted misinformation to damage economic reputation, and politically motivated legal proceedings framed as financial crime, national security or terrorism risk; whereas these practices deprive targeted individuals and organisations of funding and financial services, and leave them in financial exclusion; whereas this situation impairs their access to legal defence, and undermines their livelihoods, mobility and the ability to engage in economic, civic, political, humanitarian and academic activities; whereas the Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA) constitutes a key EU safeguard point that must develop rapid-response mechanisms against abusive freezes and closures and establish strict limits on data-sharing with perpetrator states;
