| 2ba. For the purposes of the adjustments to the heat and fuel benchmark values provided for in this paragraph, a total of 22 million allowances shall be transferred from the market stability reserve established by Decision (EU) 2015/1814 and made available for free allocation for the period from 2026 to 2030. That quantity shall be additional to, and shall not replace or be deducted from, any other quantities of allowances made available for those adjustments and shall be used in full for that purpose |
