| 3. Highlights the increasing number of severe, destructive and deadly natural disasters in Europe whose impacts are exacerbated by human activity, despite the efforts already made at Union, national, regional and local level to strengthen disaster preparedness, prevention and resilience and calls on Member States and the Commission to further invest in prevention, resilience, adaptation and mitigation measures to mitigate human and economic losses; notes that Member States should prioritise recovery measures to support the affected populations, primarily the vulnerable communities, to ensure access to adequate housing and essential services during recovery; considers that actions currently financed under the European Union Solidarity Fund (EUSF) should continue to be adequately financed under the next MFF, in order to respond to the intensification of natural disasters within the Union and provide tangible support to the Member States and regions affected by such disasters; notes that such financing would allow Member States to respond more effectively and quickly to disasters while other instruments, particularly cohesion funds whose primary purpose is not disaster response, could be preserved: | 3. Highlights the increasing number of severe, destructive and deadly natural disasters in Europe and calls on Member States and the Commission to further invest in adaptation measures to mitigate human and economic losses; considers that the adequacy of the resources available for the EUSF should be regularly assessed in light of actual needs and budget implementation, without presupposing any automatic increase in the Fund’s budget and in compliance with the applicable ceilings laid down in the MFF Regulation and with budgetary discipline; |

| 5. Stresses that the EUSF is only a curative instrument and that the Union should also continue the efforts already undertaken to address climate change adaptation, preparedness, prevention, resilience and mitigation by supporting European and national policies to prevent natural disasters; welcomes the progress already made in strengthening the Union’s preparedness and resilience and encourages Member States and the Commission to build on existing measures and instruments as well as strengthening their actions in view of their commitments made in the Paris Agreement, reducing the human and economic impact of future disasters, and ensuring that prevention measures are effective, proportionate and adapted to national, regional and local circumstances; | 5. Stresses that the EUSF is intended to provide a rapid response to specific damage caused by disasters; supports proportionate and technology-neutral measures adapted to local circumstances for disaster prevention, flood and coastal protection and the strengthening of critical infrastructure; stresses that the selection and design of such measures fall primarily within the competence of the Member States and their regional and local authorities; |

| 6. Stresses also the need for preventive measures, not only to mitigate future damage but also to prevent the exacerbation of risk conditions following catastrophic events; in particular, invites Member States to further build comprehensive risk-assessment and adaptation policy architecture, in light of the EEA's evidence of diverse preparedness levels across Member States; further stresses the risks that extreme weather and natural disasters such as storms possess for the public health across Europe and calls on the Commission to consider this aspect in relevant policies; calls on Member States to take into consideration that climate risks and other natural disasters disproportionately affect vulnerable populations and vulnerable territories due to socio-economic factors hampering the ability of vulnerable groups to recover from disasters; emphasises that all reconstruction financed by EUSF must aim to reduce vulnerability to future natural disasters and be climate-resilient, in accordance with the eligibility conditions and limits laid down in the EUSF Regulation; considers that additional investment needed to strengthen such resilience should be complemented by other relevant instruments; underlines the importance of resilient critical infrastructure as an essential component of Union's economic security and territorial cohesion; highlights the importance of protecting, restoring and reinforcing critical infrastructure and entities against natural risks, in order to enhance the resilience of affected regions; | 6. Stresses the importance of effective prevention and resilient reconstruction in order to limit future damage; considers that risk assessments and protective measures must be based on verifiable data, regional circumstances and cost-benefit assessments; stresses that reconstruction measures financed by the EUSF should be proportionate, cost-effective and focused on restoring essential infrastructure and services; |

Stresses that potential beneficiaries and the public must be provided with clear, factual and easily accessible information on the support available, the amounts granted, the recipients, the specific use of the funds and the results achieved; |
