Article 5 – paragraph 2
| Text proposed by the Commission | Amendment |
|---|---|
| 2. Resources allocated to Member States under shared management may, at the request of the Member State concerned, be transferred to the Programme subject to the conditions set out in the relevant provisions of Regulation (EU) 2021/1060. The Commission shall implement those resources directly in accordance with Article 62(1), first subparagraph, point (a), of Regulation (EU, Euratom) 2024/2509 or indirectly in accordance with point (c) of that subparagraph. Those resources shall be used for the benefit of the Member State concerned. Where the Commission has not entered into a legal commitment under direct or indirect management for additional amounts thus made available to the Instrument, the corresponding uncommitted amounts may, at the request of the Member State concerned, be transferred back to the source programmes, in accordance with the conditions set out in Regulation (EU) 2021/1060. | 2. According to the European Commission, the Union and its Member States have mobilised more than EUR 90 billion in support of Ukraine’s military and defence capabilities. Despite this substantial commitment, the conflict continues to claim lives and a cessation of hostilities remains elusive, proving the utter futility of military escalation as a substitute for political solutions. Instead of establishing yet another instrument to funnel public money into the highly profitable military-industrial complex and entrenching a permanent war economy, public resources must be strictly redirected towards serious diplomatic efforts to secure a lasting peace, as well as addressing the real existential threats to European citizens: the dismantling of public healthcare, the chronic underfunding of education, the erosion of decent work, and the unbearable energy costs crushing households and small businesses. |
