A. whereas strong political parties and foundations at EU level are essential for the development of a truly European public sphere;

A. whereas democratic legitimacy in Europe stems from its nations; whereas political pluralism is rooted in the history, traditions and constitutional identities of the Member States; whereas the EU must respect national sovereignty and the principle of subsidiarity, and must not use publicly funded political structures to promote the construction of a supranational political identity or to weaken the democratic role of the nations of Europe;

Notes with concern that non-governmental organisations benefiting from EU funding are not subject to significantly stricter transparency, reporting, audit and control requirements; stresses that such unequal treatment undermines confidence in the impartiality and consistency of EU funding rules; considers that this asymmetry upsets the balance between actors participating in public debate and weakens the role of European political foundations; calls on the Commission to ensure homogeneous, proportionate and transparent criteria governing the supervision, control, transparency obligations and financing of all entities benefiting from EU funds;

Recalls that the principles laid down in Article 2 TEU must be interpreted and applied in a politically neutral, objective and non-discriminatory manner; stresses that compliance mechanisms, funding decisions and supervisory measures concerning European political parties and foundations must never be interpreted or applied in a manner that results in discrimination against political actors on the basis of their ideological positions or legitimate political opinions expressed within the democratic framework established by the Treaties;

6. Reiterates that European political foundations perform a distinct institutional role under the Treaties by fostering European political awareness, supporting evidence-based policymaking and strengthening democratic culture and civic engagement across the EU;

Stresses that European political foundations should serve as platforms for political debate, intellectual exchange and political pluralism; recalls that they should not be used to promote particular institutional, ideological or integrationist objectives as representing a presumed European consensus, but should fully respect the diversity of political traditions, opinions and constitutional identities across the Member States;

20. Calls on the Commission to present a recast legislative proposal revising the funding rules for European political foundations, including an amendment of Article 22(4) of the Regulation to increase the cap on financial contributions or grants from the EU’s general budget to 100 % of the eligible costs incurred by a European political foundation; furthermore, calls on the Commission to include in this proposal an amendment of Article 25 to increase the cap on donations for European political foundations, therefore ensuring greater flexibility and diversification of funding sources;

20. Firmly rejects any increase in the overall level of EU funding allocated to European political foundations in future multiannual financial frameworks; declares that national political parties are the true vehicle for the expression of the popular will in the democracies of the Member States.
