A. whereas strong political parties and foundations at EU level are essential for the development of a truly European public sphere;
A. whereas the values referred to in Article 2 TEU constitute the common constitutional foundation of the EU and must be interpreted as a coherent whole; whereas those values include not only human dignity, equality and respect for human rights, but also freedom, democracy, pluralism and tolerance; whereas, pursuant to Article 10(4) TEU, European political parties contribute to forming European political awareness and expressing the will of citizens; whereas European political parties and foundations therefore play an essential role in facilitating democratic debate and the peaceful contestation of political ideas; whereas democratic debate requires the protection of political speech, including information or ideas ‘that offend, shock or disturb the State or any sector of the population’1a, and due regard must therefore be given to all Article 2 values, none of which should be interpreted in isolation from the others;

Calls on the Commission, in cooperation with the Authority for European Political Parties and European Political Foundations, to assess the administrative and compliance costs arising from reporting, documentation, audit and control requirements under Regulation (EU, Euratom) No 2025/2445 and, where appropriate, to propose simplification measures, including de minimis thresholds or simplified procedures for low-value financial contributions, while maintaining transparency and accountability;

Stresses that the allocation, control and review of EU funding for European political parties and European political foundations must be strictly neutral with regard to political and ideological positions and must be based solely on transparent, objective and legally defined criteria, with full respect for political pluralism and democratic competition; insists that any restriction, suspension or withdrawal of EU funding must be based on clear legal requirements expressly laid down in EU law and not on expansive or discretionary interpretations thereof;
