(ajb) be concerned about authoritarian practices in Peru, Ecuador and Argentina, including the repression of opposition figures, restrictions on independent media and the restriction of civic space; express deep concern over the erosion of democratic principles and the deliberate circumvention of constitutional safeguards in these countries; use all available instruments, without exception, to ensure compliance with the democratic and human rights clauses of the cooperation agreements with these countries, including their revision if necessary; condemn the adoption by the Congress of the Republic of Peru of the APCI Law restricting the activity of international non-governmental organisations and an amnesty law targeting persons convicted or accused of or under investigation for crimes and human rights violations committed during the internal armed conflict that affected Peru between 1980 and 2000, despite the opinion of the Inter-American Court of Human Rights, the UN High Commissioner for Human Rights and the international commitments of the Republic of Peru; be deeply concerned about the repression of social movements, arbitrary arrests, enforced disappearances carried out by the army, and attempts to undermine the rule of law in Ecuador; be concerned about the publication in the official journal of the Republic of Argentina of a decree extending the powers of the National Intelligence Secretariat (SIDE) and removing all democratic control over its activities and condemn the expulsion of journalists from the presidential palace by the sitting president;

(ajc) condemn all forms of external interference that violate the sovereignty and political independence of the Bolivarian Republic of Venezuela, in particular the imposition of unilateral coercive measures not authorised by the UN Security Council; urge states to refrain from adopting or maintaining unilateral sanctions contrary to international law and the UN Charter; strongly condemn the forcible abduction and unlawful removal from office of the President of the Bolivarian Republic of Venezuela, Nicolás Maduro, as a grave violation of national sovereignty, the principle of self-determination and the UN Charter; deplore the EU’s weak and inadequate response and its failure to activate relevant UN mechanisms, including calls for independent investigations by the UN Security Council; warn that such inaction risks seriously undermining the foundations of the UN system and eroding the credibility of the rules-based international order; call for the withdrawal of recognition of any imposed authorities and for full support for the restoration of constitutional order, rejecting any form of external interference; support an inclusive political dialogue led by Venezuelans themselves and facilitated by impartial multilateral mechanisms, with full respect for the principle of non-intervention;

(ajd) condemn unilateral coercive measures against the Republic of Cuba, including the unlawful and decades-long unilateral economic, commercial and financial embargo on Cuba by the United States, as a blatant violation of international law, of repeated UN General Assembly resolutions and of the principles of sovereign equality of states and non-interference enshrined in the UN Charter; call for their immediate and unconditional lifting and for the full normalisation of economic and diplomatic relations, in line with the repeated resolutions of the UN General Assembly; call for the extraterritorial application of US sanctions to be actively opposed and countered, for political and economic cooperation with Cuba to be strengthened and for the island’s sovereignty and right to development to be firmly upheld;

(am) acknowledge the severe risks arising from a new arms race and the weakening of global disarmament efforts, largely driven by Russia’s, China’s and North Korea’s nuclear build-up following Russia’s unilateral suspension of compliance with the New START Treaty in 2023; call on all nuclear-armed states to halt quantitative and qualitative expansions of their nuclear arsenals and to engage in risk-reduction, transparency and arms-control processes; continue to safeguard and reinforce the multilateral frameworks governing non-proliferation and arms control, as well as those regulating the export of arms and dual-use goods and technologies; promote and strengthen multilateral instruments against the production, stockpiling and use of chemical and biological weapons;
