Pa. whereas on 13 April 2026, a European Citizens’ Initiative calling on the Commission to suspend the EU-Israel Association Agreement1a has reached one million signatures; whereas, in a letter published on 15 April 2026, more than 350 former European ministers, ambassadors and senior officials, including former High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell, called for the suspension of this agreement; whereas on 16 April 2026, more than 60 human rights and humanitarian organisations and trade unions also called for the suspension of the agreement and urged the EU to adopt concrete measures, including banning trade with illegal settlements and suspending arms transfers to Israel; whereas several Member States and 20 UN experts also called for the suspension of the agreement;

(da) take note with grave concern of the findings of the report entitled ‘Made in Italy for the Genocide Industry: Military and Energy Exports to Israel’, which indicates that Italy has continued, without interruption, to export military materiel to Israel since October 2023; call for the immediate establishment of a comprehensive and legally binding arms embargo on the sale, transfer and transit of weapons, ammunition, military equipment and dual-use items to Israel, to remain in force for as long as military operations in the occupied Palestinian territories persist and full humanitarian access to Gaza and the West Bank is not ensured; call on the Commission and the European External Action Service (EEAS) to assess Member States’ compliance with their obligations under Council Common Position 2008/944/CFSP1a and the Arms Trade Treaty; urge the UN Security Council and General Assembly to adopt a universally binding arms embargo on Israel in accordance with the UN Charter;

(id) underline the need for a credible EU commitment to multilateralism, opposing any form of exceptionalism that would undermine the universality of international norms; deplore the double standards in the application of international law and the UN Charter by the EU; note, in particular, the contrast between the firm condemnations and restrictive measures adopted against the Russian Federation for violations of Ukraine’s sovereignty, and the repeated delays, hesitations and inaction in launching thorough investigations or imposing proportionate measures in response to violations of international humanitarian law committed by Israel in Gaza and the West Bank, including the expansion of illegal settlements and the use of disproportionate military operations; further highlight the lack of an equivalent political and legal response to the Israeli massacres of civilians in Lebanon and to the attacks on Iranian territory, including the US-led bombing that killed 165 schoolgirls in Minab; underline that such selective conduct profoundly undermines the credibility of the EU as a defender of the rules-based international order and gravely damages the legitimacy of the multilateral system as a whole;

(o a) recognise the urgent need for structural reform of the UN in order to strengthen the representativeness and effectiveness of the multilateral system; call for greater decision-making power for countries of the Global South and emerging powers, in the context of an increasingly multipolar world; invite the UN General Assembly to launch an inclusive process to review the UN Charter, including the expansion of the Security Council with new permanent members in order to have a fairer representation of Africa, Latin America, Asia and the Caribbean, in line with the principles of multilateral democracy and shared responsibility;
