Amendment
(ad) reaffirm the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in delivering humanitarian aid and essential services, including health and education, to Palestinian refugees in Gaza and the wider region, noting that no viable alternative currently exists to replace its functions; continue to monitor the work and impartiality of UNRWA, ensuring credible security guarantees and full compliance with international law, including the implementation of the Colonna Report; welcome progress reports in this regard and urge the full and swift adoption of the report’s recommendations on strengthening neutrality safeguards and internal control systems within UNWRA; monitor the application of the action plan presented by UNRWA; call for UNRWA’s mandate and funding to be reinstated in full with strong oversight and accountability; stress that any form of cooperation with or tolerance of terrorism fundamentally undermines humanitarian principles, regional stability and prospects for peace;
(ad) note the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in delivering humanitarian aid and essential services, including health and education, to Palestinians in Gaza and the wider region; continue to monitor the work and impartiality of UNRWA, ensuring credible security guarantees and full compliance with international law, including the implementation of the Colonna Report; welcome progress reports in this regard and urge the full and swift adoption of the report’s recommendations on strengthening neutrality safeguards and internal control systems within UNWRA; monitor the application of the action plan presented by UNRWA; call for UNRWA’s strong oversight and accountability; stress that any form of cooperation with or tolerance of terrorism fundamentally undermines humanitarian principles, regional stability and prospects for peace; underline that should credible security guarantees and full compliance with international law not be ensured, UNRWA’s mandate should be suspended or terminated and alternative secure mechanisms for the delivery of humanitarian assistance should be used, such as the humanitarian Amalthea Plan maritime corridor, which is an initiative of the Republic of Cyprus, supported by the EU and other countries;
