Proposal for a regulation
Article 1 a (new)
| Text proposed by the Commission | Amendment |
| Article1a | |
| Strict protection of old-growth and primary forests | |
| This Regulation also lays down rules for collecting and making accessible information to support the effective and strict protection of all remaining primary and old-growth forests, which Member States shall ensure by the end of 2026 at the latest. Member States shall, in the meantime, put in place moratoriums on logging of all forests which are likely to be primary or old-growth to prevent their destruction before the identification, mapping and strict protection is complete. |
Or. en
Justification
Member State experts have already agreed, in guidelines adopted by the Commission, (https://environment.ec.europa.eu/publications/guidelines-defining-mapping-monitoring-and-strictly-protecting-eu-primary-and-old-growth-forests_en) that both public and private old-growth and primary forests should be mapped by the end of 2025. Given the importance of these precious ecosystems, Member States should ensure their effective and strict protection by end of 2026 at the latest. In the meantime, a moratorium on logging is necessary, and has been called for in the Parliament's Resolution on the EU's Biodiversity Strategy for 2030, adopted in June 2021.
