Monitoring framework for resilient European forests

	(2 a) It is with concern that a special report of the European Court of Auditors1a revealed that some Member States continue to base the selection and implementation of EU-funded projects for forest fire prevention and recovery on outdated or incomplete data, leading to potential misallocation of funds and ineffective risk management measures. In particular, by way of example, Greece still relies on a fire risk map established in 1980 and Portugal’s assessments are based on historical data from 1975–2018. It is to be stressed therefore that there is a need for clear, harmonised, and regularly updated indicators and reporting obligations to ensure the effective use of EU funds and to enhance the Union’s capacity to prevent and respond to forest fires. It is considered that effective implementation of this Regulation would address those shortcomings by providing a common EU framework for data collection, monitoring and reporting, ensuring that investments, as well as forest fire prevention and reaction measures, are guided by accurate and comparable information across all Member States.
