(1 a) The current challenges faced by the Member States’ labour markets are reflected not only in the persistently high unemployment among Union citizens in certain Member States, but also in the fact that the unemployment rate among legally residing third-country nationals in the Union reaches 12,3% according to Eurostat, and whereas the Commission has acknowledged that there are 7,4 million unemployed migrants in the Union, which equals to the entire population of Croatia, Slovenia and Latvia; underlines that illegal migrants are to be returned in their countries of origin.
